The Community Services Block Grant (CSBG) funds innovative programs that are administered by 60 different community-based organizations statewide, with the intent to alleviate the causes and conditions of poverty that residents of California face. 

The services provided by CSBG agencies varies by area, but can include everything from food assistance to employment training, education services, housing assistance, emergency services, and more.  Contact the CSBG agency in your area to learn what services are available!

CSBG services are designed to assist low-income families and individuals to attain the skills, knowledge, and motivation necessary to achieve economic security. Program eligibility is based on federal income guidelines and assistance may be provided to eligible low-income families and individuals that qualify. To apply for this program and inquire about the specific services they may provide, please contact the agency that provides community services in your local area.

​​​​Federal Funding Status

California continues to receive federal funding for the Community Services Block Grant (CSBG). Under the current federal budget, California has received $33,847,608 in CSBG funding for 2025, equal to about 50 percent of what was provided to California in 2024 under the annual federal CSBG appropriation.

CSBG funding is limited. Local CSBG agencies provide a variety of services and activities for low-income Californians based on the specific needs of their communities.

Consumer Alert

Californians should be aware of fraudulent activity by individuals claiming to represent the Community Services Block Grant (CSBG). Fraudsters unrelated to CSBG are contacting people by telephone, email, social media, and text message offering CSBG funding or services in exchange for a fee.

Neither the State of California nor the federal government provides direct CSBG grants to individuals. Additionally, neither the California Department of Community Services and Development n​or the federal Office of Community Services initiates contact with individuals by phone, email, text messages, or social media channels to request personal or financial information.

If you are made aware of or receive any communication offering a CSBG grant or requesting a fee in exchange for funding, please report it to the United States Department of Health and Human Services (HHS) Fraud Hotline at 1-800-447-8477.
