LIHWAP Income Eligibility

The LIHWAP application deadline has passed and the program has sunset. LIHWAP is no longer accepting applications for assistance.

Household income eligibility for the Low Income Household Water Assistance Program (LIHWAP) is based on a variety of factors.

Key factors to determine eligibility for LIHWAP assistance include:

  • Total household gross income is at or below 60% of the State Median Income (see table), or 
  • A household member is a current recipient of CalFresh, CalWORKs, or the Low Income Home Energy Assistance Program (LIHEAP);
  • A water or sewer utility system has enro​​lled​ in the program. 
  • Renters whose water and/or sewer bill is included in their rental payment may still qualify for LIHWAP. Renters must also complete an agreement with their landlord as part of the application. ​
