2022 California Arrearage Payment Program Data Dashboard

The 2022 California Arrearage Payment Program (CAPP) was a statewide program to help reduce past due energy bill balances for qualified residential energy utility customers accrued during the COVID-19 pandemic relief period covering March 4, 2020 through December 31, 2021. 2022 CAPP Benefits were applied directly to customer accounts as bill credits after the submission and approval of energy utility 2022 CAPP applications for funding. Customers did not need to apply for CAPP to receive a benefit.

The 2022 CAPP Data Dashboard displays data captured from energy utilities during the application phase of 2022 CAPP implementation.

Energy utilities prioritized 2022 CAPP assistance to eligible residential customer accounts according to the following Priority Group order as specified under California Government Code Sections 16429.8 through 16429.10 (Assembly Bill 205, Chapter 61, Statutes of 2022):

  1.  Active residential customers with past due bills and who, absent the 2022 CAPP assistance or any other protection or assistance provided by the utility applicant, might be subject to service disconnection, consistent with current law, due to nonpayment of balances incurred during the COVID-19 pandemic bill relief period.​
  2.  Active residential customers with past due bills incurred during the COVID-19 pandemic bill relief period.

The awarded funding eliminated all past due energy debt accrued by residential customers between March 4, 2020 and December 31, 2021, providing real relief to households that suffered the economic impacts of the COVID-19 pandemic and increased energy debt.
