​Draft Notice of Funding Availability​ - ​​2025 CalEITC+ Education and Outreach Grant​

The California Department of Community Services and Development (CSD) has released a pre-solicitation draft of the Notice of Funding Availability (NOFA) for the 2025 California Earned Income Tax Credit Plus (CalEITC+) Education and Outreach Grant. The CalEITC+ Education and Outreach Grant supports outreach efforts designed to increase awareness and engagement with both the CalEITC and the Volunteer Income Tax Assistance (VITA) program, including targeting those who may file a tax return using an Individual Taxpayer Identification Number (ITIN).

The purpose of this draft NOFA is to obtain public comment that will be used to help inform and finalize the solicitation. To ensure a high-quality NOFA that meets program objectives and community needs, CSD requests that interested stakeholders, subject matter experts, and community members review the Draft NOFA and the summary of changes and provide feedback for improvement.

All comments must be submitted in writing via email by 5:00 p.m. Pacific Time (PT) on Tuesday, July 29, 2025, to CalEITCGrants@csd.ca.gov using the following subject line: Comment on Draft 2025-NOFA-CalEITC+.​


Request for Proposal: Training and Technical Assistance for Energy Weatherization

The Department of Community Services and Development (CSD) has released the ​​Request for Proposal (RFP) for Training and Technical Assistance for energy-saving weatherization programs administered by CSD, including the federally funded Low Income Home Energy Assistance Program and U.S. Department of Energy Weatherization Assistance Program, and the state-funded Low-Income Weatherization Program. (​2024-RFP-109).

The purpose of the Training and Technical Assistance RFP is to identify a highly qualified contractor to provide a wide range of technical services, research, and project development for the state and federal low-income energy assistance programs administered by CSD. The Contractor will also provide a variety of technical assistance and supportive services to CSD contractors serving as Local Service Providers and to ensure the workforce they employ is well-trained and poised to perform quality and effective delivery of in-home energy retrofits and services funded by CSD energy programs. Specific forms of technical assistance and supportive services to local administrators include providing instructional and field training for LSP weatherization services staff and the staff of a separate Contractor providing Quality Assurance Weatherization Inspection services.

The anticipated maximum amount for services under this procurement is $5,500,000. At its sole discretion, the State may extend the contract for up to one additional year and add additional funds up to $1,850,000.

A successful Proposal will be under an anticipated contract term of July 1, 2025, through June 30, 2028.

​Request for Proposal: ​California Arrearage Payment Program Audit Services​

The Department of Community Services and Development (CSD) has released a Request for Proposal (RFP) for California Arrearage Payment Program (CAPP) Audit Services (2023-RFP-101). The purpose of this RFP is to solicit proposals from qualified firms to audit the expenditures of energy utilities and internal controls associated with the CAPP program. The deadline t​o submit a proposa​​l is November 13, 2023 before 5:00 p.m.​

​Request for Proposal: Low Income Household Water Assistance Program Payment Disbursement Services Administrator​

The Department of Community Services and Development (CSD) has released the Request for Proposal (RFP) 2022-RFP-98 for an administrator of payment disbursement services for the State of California’s extension of the federally funded Low Income Household Water Assistance Pro​gram (LIHWAP). The 2022-23 State Budget Act appropriated $200 million in one-time funding to CSD to extend the administration of LIHWAP, which provides financial assistance to eligible low-income households to help reduce the financial burden of residential water and wastewater services. Under LIHWAP, eligible low-income households may receive financial assistance to alleviate water service utility bill arrearages or help pay for current water services. Using these funds, CSD intends to launch a state version of the federal program, referred to as LIHWAP ​​2.0, to continue the availability of low-income water assistance within the state through September 2026 or until funding is expended, whichever occurs first.​​

The selected vendor will maintain responsibility for establishing direct payment agreements with California community water systems, wastewater treatment providers, sewer system corporations, and billing entities (referred to as water systems) to facilitate the crediting of LIHWAP 2.0 benefits directly to an applicant’s water service account, and provide direct payment of LIHWAP benefits to applicants whose water system is not enrolled in a direct payment agreement, or if utilities are included in rent or sub-metered.

CSD will award up to $154,500,000 for administration and household benefit distribution. The maximum amount the vendor can receive for administration is $4,500,000, with the remaining balance of $150,000,000 to be used for ​the payment of LIHWAP assistance benefits to applicants. 

CSD approximates the contract term to cover June 19, 2023, to September 30, 2026. The actual contract t​erm will largely depend on public participation in LIHWAP 2.0.

​Request for Proposal: Energy Weatherization Quality Assurance Inspection Services

The California Department of Community Services and Development (CSD) has released the Request for Proposal (RFP) 2022-RFP-97 for Energy Weatherization Quality Assurance Inspection Services. CSD seeks to identify a qualified home inspection Contractor to perform quality assurance field inspections of single-family homes, including mobile homes, and small and large multi-family apartment buildings weatherized by CSD's contracted network of Local Service Providers (LSPs). This Contractor will help ensure that services provided conform to applicable DOE Weat​herization Assistance Program (WAP), Bipartisan Infrastructure Law DOE WAP, and LIHEAP federal, state, and local laws, regulations, and local building codes, meeting program requirements and objectives.

The purpose of the RFP is to secure a Contractor experienced in conducting weatherization inspections, energy retrofit inspections, and residential home inspections, in compliance with local, state, and federal building codes and program requirements. The successful Proposer must be willing to learn state and federal standards, policies, and applicable laws, and have the ability to incorporate revised and new standards into inspections and reviews they conduct. The anticipated maximum amount available for services under this procurement for the initial term is $2,190,620. The anticipated term of the agreement is from July 1, 2023, through June 30, 2026, contingent on budget approval from year-to-year.

​Notice of Funding Availability: Farmworker Resource Center Grant

The Department of Community Services and Development (CSD) has released a Notice of Funding Availability (NOFA) for the Farmworker Resource Center Grant. The purpose of the Farmworker Resource Center Grant NOFA​ is to inform interested counties of the availability of grant funding to support the establishment or expansion of Farmworker Resource Centers in their respective counties to provide access to services and programs designed to address the needs of farmworkers and their families.

CSD has awarded three grants from this NOFA subject to the availability of funds and the quality of applications received.​ A total of $2.5 million is available to support the establishment or expansion of county-level Farmworker Resource Centers. ​Activities under the Farmworker Resource Center Grant must be conducted in a culturally and linguistically appropriate manner to effectively meet the needs of the target populations. Grant Applicants must demonstrate their experience providing similar services and their history of successfully conducting outreach campaigns to reach culturally diverse populations that have been traditionally hard to reach and underserved.

​​Request for Proposal: Low-Income Weatherization Program ​

Multi-Family ​Housing​ Administrator

The California Department of Community Services and Development (CSD)​ has released the Request for Proposal (RFP) for an Administrator for the Low-Income Weatherization Program’s (LIWP) Multi-Family Energy Efficiency and Renewables Component. The LIWP Multi-Family Component focuses on energy efficiency and renewable energy upgrades for low-income multi-family affordable housing and is one of California's Climate Investments funded by State Cap-and-Trade auction proceeds. ​

The purpose of the Multi-Family Housing Component RFP​ is to identify a highly qualified Program Administrator to provide technical assistance, project monitoring, and inspection of energy efficiency measures and solar photovoltaics installed in multi-family dwellings and common areas at qualifying properties to reduce energy use and greenhouse gas emissions. The Administrator also disburses incentives to property owners upon satisfactory completion of scopes of work. ​This program component has an initial allocation of approximately $14.25​ million from CSD's Fiscal Year (FY) 2021-22 LIWP appropriation.

CSD has also released final Program Guidelines​​ to outline the framework for the LIWP Multi-Family Energy Efficiency and Renewables Component, focused on energy efficiency and renewable energy upgrades for low-income multi-family affordable housing. ​
