Request for Proposal: Training and Technical Assistance
for Energy Weatherization
The California Department of Community Services and Development (CSD) has released a formal Request for Proposal (RFP) for Training and Technical Assistance for energy-saving weatherization programs administered by CSD, including the federally funded Low Income Home Energy Assistance Program and U.S. Department of Energy Weatherization Assistance Program, and the state-funded Low-Income Weatherization Program.
The purpose of the
Training and Technical Assistance RFP is to identify a highly qualified Contractor to provide technical services, research, and project development to CSD in support of its network of Local Service Providers. The Contractor will also provide training coordination and conduct field training for the weatherization services staff of Local Service Providers, and for the staff of a separate contractor providing Quality Assurance Weatherization Inspection (QAI) services. The anticipated maximum amount available for services under this procurement is five million dollars ($5,000,000). The successful proposal will be under an anticipated contract term of August 31, 2022 through July 31, 2025, contingent on the availability of federal funds from year to year.

CSD requires Proposers to send an email to BNCS@csd.ca.gov stating their intention to submit a Proposal by May 23, 2022. All Proposals must be submitted to CSD by May 31, 2022 at 11:59 p.m. Pacific Time.
