Program Notice: California Arrearage Payment Program Notice 2021-01

The Department of Community Services and Development has released general information and guidance regarding the implementation of the newly established California Arrearage Payment Program (CAPP).

CAPP Program Notice 2021-01 provides an overview for the general public and state energy utility companies on the California Arrearage Payment Program, which offers financial assistance to help reduce past due energy bill balances accrued during the COVID-19 pandemic.

As detailed in the Program Notice, all state energy utilities must provide a point of contact to CSD in order to receive the CAPP Utility Survey that will be released on approximately August 2, 2021. Energy utilities may register their CAPP Utility Survey contact with CSD by emailing the Department at CAPP@csd.ca.gov.

Notice of Public Meeting: 

Draft Low Income Household Water Assistance Program State Plan

The Department of Community Services & Development (CSD) was recently awarded funding under the Consolidated Appropriations Act of 2021 and the American Rescue Plan Act (ARPA) of 2021 for a new water assistance program.

The Low-Income Household Water Assistance Program (LIHWAP) will provide financial assistance to low-income Californians to help manage their residential water utility costs. California was allocated $116 million in one-time federal funding for LIHWAP.

As part of LIHWAP implementation, CSD is holding a Public Meeting on July 29, 2021, at 10:30 a.m. to receive input on the California LIHWAP State Plan.

CSD will conduct a public hearing to present the proposed annual draft plan and allow the Lo​w-Income Home Energy Assistance Program (LIHEAP) State Plan Advisory Committee and members of the public the opportunity to comment and provide input on the development of the 2020 LIHEAP State Plan. 

An Advisory Committee Meeting will precede the hearing and begin at 1:00 p.m. on Tuesday, July 30, 2019, with the hearing scheduled for 3:30 p.m., at: California Secretary of State, Office Building Auditorium, 1500 11th Street, Sacramento, CA 95814.
