Notice of Public Hearing: Revised 2021 DOE WAP State Plan & Application to the U.S. Department of Energy

The Department of Community Services and Development (CSD) will hold a remote public hearing to receive comments on the Revised 2021 State Plan for the U.S. Department of Energy Weatherization Assistance Program for Low‑Income Persons (DOE WAP). ​

The remote public hearing is scheduled for Thursday, December 2, 2021 ​at 9:00 a.m.

Program Notice: California Arrearage Payment Program Notice 2021-09

The Department of Community Services and Development (CSD) has released CAPP Program Notice 2021-09, which contains updated information and guidance regarding the implementation of the newly established California Arrearage Payment Program (CAPP).

CAPP Program Notice 2021-09​​ provides additional guidance to state energy utility companies regarding the taxability of CAPP Benefits issued to eligible utility customers. Specifically, this Program Notice details the guidance issued on November 17, 2021 by the Internal Revenue Service pursuant to FS-2021-16, November 2021, as it relates to the tax implications of the use of Corona​​virus State and Local Fiscal Recovery Funds established by the American Rescue Plan Act to pay past due utility bills on behalf of eligible ut​ility customers.

Program Notice: California Arrearage Payment Program Notice 2021-08

The Department of Community Services and Development (CSD) has released CAPP Program Notice 2021-08, which contains updated information and guidance regarding the implementation of the newly established California Arrearage Payment Program (CAPP).

CAPP Program Notice 2021-08 provides additional guidance to state energy utility companies regarding the distribution of CAPP benefits to customers. This includes guidance regarding the meaningful benefit threshold and application of the “Waterfall” method to allocations for Community Choice Aggregators and Direct Access Electricity Load-Serving Entities. In a​ddition, this CAPP-PN provides specific instruction to Investor-Owned Utilities that partner with Community Choice Aggregators and Direct Access Electricity Load-Serving Entities to ensure timely disbursement of CAPP benefits to customer accounts in compliance with CAPP directives.

Program Notice: California Arrearage Payment Program Notice 2021-07

The Department of Community Services and Development (CSD) has released CAPP Program Notice 2021-07, which contains updated information and guidance regarding the implementation of the newly established California Arrearage Payment Program (CAPP).

CAPP Program Notice 2021-07 advises state energy utilities on the implementation of the C​APP Application Phase. The Program Notice provides an overview of the CAPP Application process, timelines, key information and documentation requirements, CAPP General Terms and Conditions, and other core responsibilities that accompany the administration of CAPP funds by state energy utility companies.

Program Notice: California Arrearage Paymen​​t Program Notice 2021-06-E2

The Department of Community Services and Development (CSD) has released CAPP Program Notice 2021-06-E2, a CAPP Program Notice Erratum which contains updated information and guidance regarding the implementation of the newly established California Arrearage Payment Program (CAPP).

CAPP Program Notice 2021-06-E2 informs state energy utility companies that the spreadsheet included in the CAPP Program Notice 2021-06E issued October 28, 2021 detailing CAPP utility arrearages and allocations has been updated to correct arrearage and allocation amounts for one Community Choice Aggregator (CCA): Valley Clean Energy. (The net impact of the adjustment to Valley Clean Energy’s allocation wi​ll result in a larger share of PG&E’s total CAPP Allocation to its CCA partners.) All other utilities' reported arrearages and allocations remain unchanged. A corrected spreadsheet contained in this erratum reflects CSD's official determination of CAPP Utility Survey arrearages and utility allocations as of November 2, 2021.

Program Notice: California Arrearage Payment Program Notice 2021-06-E

The Department of Community Services and Development (CSD) has released CAPP Program Notice 2021-06-E, a CAPP Program Notice Erratum which contains updated information and guidance regarding the implementation of the newly established California Arrearage Payment Program (CAPP).

CAPP Program Notice 2021-06-E informs state energy utility companies that the spreadsheet included in the CAPP Program Notice 2021-06 issued October 27, 2021 detailing CAPP utility arrearages and allocations referenced incorrect allocation determinations for specific utilities. A corrected spreadsheet contained in this erratum reflects CSD's official determination of CAPP Utility Survey arrearages and utility allocations.

Program Notice: Updated California Arrearage Payment Program Notice 2021-06

The Department of Community Services and Development (CSD) has released an updated CAPP Program Notice 2021-06 which contains information and guidance regarding the implementation of the newly established California Arrearage Payment Program (CAPP).

CAPP Program Notice 2021-06 notifies state energy utility companies of the results of the CAPP Utility Survey and establishes guidelines for prioritizing the distribution of CAPP benefits to customer accounts. Individual utility CAPP allocations may be found in CAPP Program Notice 2021-06-E.

Program Notice​: California Arrearage Payment Program Notice 2021-03-R2

The Department of Community Services and Development (CSD) has released CAPP Program Notice 2021-03-R2, which contains updated information and guidance regarding the implementation of the newly established California Arrearage Payment Program (CAPP).

CAPP Program Notice 2021-03-R2 notifies eligible energy utilities of changes to CAPP Utility Survey requirements outlined in CAPP Program Notice 2021-02 and revised in CAPP Program Notice 2021-03 and CAPP Program Notice 2021-03R. 

Please note that this revision applies only to the Southern California Edis​on (SCE) investor-owned utility and Community Choice Aggregators that operate within the service territory of SCE.

The Department of Community Services and Development (CSD) has released CAPP Program Notice 2021-05​, which contains updated information and guidance regarding the implementation of the newly established California Arrearage Payment Program (CAPP).

CAPP Program Notice 2021-05 notifies state energy utilities of the release of the CAPP Data Exchange Survey. This short Data Exchange Survey is a new survey, separate and apart from the CAPP Utility Survey issued in early August 2021.

Program Notice: California Arrearage Payment Program Notice 2021-04

The Department of Community Services and Development (CSD) has released CAPP Program Notice 2021-04, which contains updated information and guidance regarding the implementation of the newly established California Arrearage Payment Program (CAPP).

CAPP Program Notice 2021-04 notifies eligible energy utilities that CSD will require submission of a Payee Data Record (STD 204) to receive payment of a CAPP allocation from CSD.

The Department of Community Services and Development (CSD) has released CAPP Program Notice 2021​-03-R, which contains updated information and guidance regarding the implementation of the newly established California Arrearage Payment Program (CAPP).

CAPP Program Notice 2021-03-R notifies energy utilities of changes to CAPP Utility Survey requirements outlined in CAPP Program Notice 2021-03​​. Based on this updated guidance, the CAPP Utility Survey deadline for submission has been extended to September 16, 2021.

Notice of Advisory Committee Meeting: Draft 2022 LIHEAP State Plan

​​An Advisory Committee Meeting was held remotely via webinar on Thursday, August 19, 2021, at 10:00 a.m. to present the proposed annual draft State Plan to allow committee members to comment and to provide input on the development of the 2022 LIHEAP State Plan.

Notice of Public Hearing and Comment: Draft 2022 LIHEAP State Plan

The Department of Community Services and Development (CSD) has conducted a remote public hearing to receive comments and input on the development of the Draft Annual 2022 Low Income Home Energy Assistance Program (LIHEAP) State Plan Application. 

The remote hearing was held on August 19, 2021, at 1:30 p.m. This meeting was open to the public and was held online via Zoom.
