Notice of Public Meeting: Farmworker Resource Center Workgroup

The Department of Community Services and Development (CSD)​ held a public meeting of the Farmworker Resource Center Workgroup to discuss and review the grantee program evaluation metrics and standards developed by the workgroup. Additionally, the workgroup reviewed the comments received at the public meeting held by CSD on August 18, 2022, and during the subsequent public comment period.​​

The third Farmworker Resource Center Workgroup meeting was held ​on September 15, 2022, from 9:00 a.m. to 12:00 p.m. The meeting was held at America’s Job Center of California in Oxnard​ and via Zoom.​

Notice of Public Meeting: Farmworker Resource Center Grant Program​

The Department of Community Services and Development (C​SD)​ held​ a public meeting to review the program framework, evaluation standards, and metrics for the Farmworker Resource Center Gra​​nt​ P​rog​ram. A remote h​earing was held on August 18, 2022, at 9:00 a.m. This meeting was open to the public and was held online via Zoom.




Notice of Public Hearing and Comment: Draft 2023​ LIHEAP State Plan

​​​​The Department of Community Services and Development (CSD) conducted a remote public hearing to receive comments and input on the development of the Draft Annual 2023 Low Income Home Energy Assistance Program (LIHEAP) State Plan Application. The remote hearing was held on August 11, 2022, at 1:30 p.m. This meeting was open to the public and was held online via Zoom.

Interested parties had the opportunity to review and submit comments on the State Plan until 5:00 p.m. on August 11, 2022.​​

Program Notice: California Arrear​age Payment Program Notice 2022-05

The Department of Community Services and Development (CSD) has released CAPP Program Notice 2022-05 which contains updated information and guidance regarding the implementation of the California Arrearage Payment Program (CAPP).​

CAPP Program Notice 2022-05 informs Community Choice Aggregators and Direct Access Service Load-Serving Entities ​of their responsibilities related to the federal Single Audit Act and Title 2 of the Code of Federal Regulations (CFR) Part 200 and provides information necessary to complete the Single Audit.​

Notice of Public Hearing: Draft 2022 State Plan & Application for the 

U.S. Department of Energy Weatherization Assistance Program

The Department of Community Services and Development (CSD) held a remote public hearing to receive comments on the Draft 2022 State Plan for the U.S. Department of Energy Weatherization Assistance Program for Low‑Income Persons (DOE WAP). The remote public hearing was scheduled for Thursday​, April 28, 2022, at 10:00 a.m. and was conducted via webinar.

​Program Notice: California Arrearage Payment​ Program Notice 2022-04

The Department of Community Services and Development (CSD) has released CAPP Program Notice 2022-04​ which contains updated information and guidance regarding the implementation of the California Arrearage Payment Program (CAPP).

CAPP Program Notice 2022-04​ clarifies the CAPP compliance audit process that will follow the CAPP Close-out Phase, where energy utilities receiving CAPP funds and administering CAPP benefits complete the reporting of CAPP benefit disbursements made to eligible utility customers.

Notice ​of Public Meeting: ​Draft Low Income Household Water Assistance Program Guidelines

The Department of Community Services and Development (CSD) has released the final program guidelines for the new Low Income Household Water Assistance Program (LIHWAP).

LIHWAP will provide financial assistance to low-income Californians to help manage their residential water and wastewater utility costs.

Program Notice: California Arrearage Payment Program Notice 2022-01


The Department of Community Services and Development (CSD) has released CAPP Program Notice 2022-01​, which contains updated information and guidance regarding the implementation of the newly established California Arrearage Payment Program (CAPP).

CAPP Program Notice 2022-01 advises state energy utilities on the implementation of the CAPP Utility Close-Out Reporting Phase, marking the period wherein state energy utility companies submit close-out reporting to confirm the disbursement of CAPP Benefits to eligible customer accounts.
